The self-discharge rates of the individual battery packs (20 @ 6 NiMH batteries) vary, so the packs have become badly unbalanced. You appear to have the experience to open the packs, so open them and charge up each of the 20 sub-packs (preferably cycle them a few times) and your battery should work again. I've built a scooter that had an (enormously oversized) BLDC motor on a Razor-like platform, and also am in the process of finishing a Razor scooter conversion that uses a custom in-wheel motor and lithium polymer batteries.
